UPSC Current Affairs 22nd July 2026

1. Macroeconomics: India’s Cost-Push Inflation

  • Current Metrics: Wholesale Price Index (WPI) surged to ~10% (sharpest non-Covid rise in a decade), driven by fuel, power (27.41%), and manufacturing. Consumer Price Index (CPI) hit an 18-month high of 4.38% (June 2026).
  • Core Issue: Inflation is currently structural and cost-push, not demand-pull. It is driven by geopolitical energy shocks (Brent crude > USD 110/barrel), a depreciated Rupee (Rs 95–97/USD), and climate-impacted food supply (El Niño affecting Kharif sowing).
  • Policy Limitation: The RBI’s Flexible Inflation Targeting (FIT) framework relies on repo rate hikes to curb excess demand, which is largely ineffective against supply-side shocks and risks triggering stagflation.
  • Committee Recommendations:
    • N.K. Singh (2017): Countercyclical fiscal framework.
    • Shanta Kumar (2015): Restructure FCI and decentralize procurement.
    • Dalwai (2018) & Swaminathan: Expand cold-chain links and increase agricultural R&D to decouple from monsoon reliance.

2. Agriculture: National Investment Policy for Urea-2026 (NIPU-2026)

  • Objective: Establish 8–9 new gas-based urea plants to add 10 million tonnes of domestic capacity, bridging the exact gap between India’s annual demand (40 MT) and current production (30 MT).
  • Key Reforms over NIP-2012: Separates fixed and variable costs, establishes a 12–16% Return on Equity (RoE) band, and mitigates forex risk by converting fixed costs to INR after four years.
  • Urea Basics: Contains 46% nitrogen. It is the only fertilizer with a statutorily fixed Maximum Retail Price (MRP), unlike Nutrient Based Subsidy (NBS) fertilizers.
  • Related Initiatives: Neem Coated Urea (slows nitrogen release), Urea Gold (sulfur-coated), Liquid Nano Urea, and PM PRANAM.

3. Infrastructure: Modified UDAN Scheme (FY27–FY36)

  • Financials: 10-year extension with a ₹28,840 crore outlay, including ₹10,043 crore for Viability Gap Funding (VGF).
  • Targets: Develop 100 new airports (from unserved airstrips) and 200 modern helipads. Deploy indigenous HAL Dhruv helicopters and Dornier aircraft.
  • Previous Shortfalls: 327 of 663 original routes were abandoned by February 2026 due to poor long-term financial viability after the initial 3-year subsidy capped out.

4. Energy: Puga Valley Geothermal Project

  • Milestone: India’s first and deepest geothermal wells (1,000m depth) commissioned at an altitude of 14,000 feet in Puga Valley (Changthang region, Ladakh).
  • Target: Will power a 1 MW pilot demonstration plant. India’s total estimated geothermal potential is ~10,600 MW across 10 recognized provinces.

5. Science & Health: QDENGA Dengue Vaccine

  • Status: India approved its first dengue vaccine (TAK-003 by Takeda).
  • Mechanism: Recombinant, live-attenuated, and tetravalent (protects against all four DENV serotypes).
  • Advantage: Approved for ages 4 to 60. Crucially, it does not require prior blood testing to confirm a past dengue infection.

1. Statutory Bodies: National Commission for Minorities (NCM)

  • Update: Harjit Singh Grewal appointed Chairman after a year-long vacancy.
  • Structure: Statutory body (NCM Act, 1992). Comprises 1 Chairperson, 1 Vice-Chairperson, and 5 Members (at least 5 must be from minority communities).
  • Notified Minorities (6): Muslims, Christians, Sikhs, Buddhists, Parsis, and Jains (added in 2014).
  • Core Limitations: Often criticized as a “toothless tiger” because recommendations are non-binding (unlike Constitutional bodies like NCSC/NCST). State-level demographic mismatches remain an issue following the T.M.A. Pai Supreme Court ruling.

2. International Relations: Presidential State Visits

  • Republic of Moldova: Landlocked Eastern European nation bordering Romania and Ukraine. Granted EU candidate status in 2022. Strategically vital due to the Russia-Ukraine conflict and the breakaway region of Transnistria. India doubled ITEC training slots.
  • North Macedonia: Landlocked Balkan state. Renamed in 2019 to resolve a dispute with Greece, paving the way for NATO membership. Capital is Skopje (birthplace of Mother Teresa). Pledged to join the International Solar Alliance (ISA) and Global Biofuels Alliance (GBA).

1. Shabdalok: Museum of Word

  • Development: India’s first immersive language museum inaugurated at the National Library, Kolkata (developed by the Ministry of Culture).
  • Exhibits: Traces the evolution of written word and linguistic heritage from Panini’s grammar, Shruti/Smriti traditions, and Bhojpatra texts to modern digital archives.
