- Strengthening ATMP/OSAT: Fortifying Assembly, Testing, Marking, and Packaging (ATMP) and Outsourced Semiconductor Assembly and Test (OSAT) industries.
- Research & Development (R&D): Collaborating with global research institutions to advance into frontier areas like AI-native chip design.
- Talent Development: Training industry-ready talent. Currently, 315 universities use advanced Electronic Design Automation (EDA) tools to train ~68,000 students.

Status of India’s Electronics Ecosystem:
- Electronics production has grown 7-fold and exports 11-fold in 11 years. India is the world’s second-largest mobile phone manufacturer.
- Employment: Generated ~25 lakh jobs over a decade. Women constitute 30% of the electronics workforce and 70% of the direct workforce in mobile manufacturing.
- Success of ISM 1.0 (Launched 2021; Rs 76,000 cr outlay): 12 semiconductor projects approved across 6 states with investments exceeding Rs 1.64 lakh crore. 24 design projects (startups/MSMEs) received support for System-on-Chips (SoCs).
Strategic Significance for India:
- Geostrategic Imperative: Reduces dependence on external powers amid US–China chip conflicts, ensuring strategic autonomy.

3. Strengthening Rural Credit for Inclusive Growth
